Chesapeake was assembled on the first day of 1963, out of the old city of South Norfolk and what had been Norfolk County. Decker Law opened its doors two years before that. People often say Chesapeake was here long before the city was, and this firm has been working in it the whole time.
It has never really settled into being one place, either. A claim out of Greenbrier and a claim out of Hickory have almost nothing in common — different roads, different speeds, different witnesses, sometimes a different set of neighbors in the jury box. Deep Creek is not Western Branch. South Norfolk has its own city’s worth of history. Knowing which one you are calling from, before you have to explain it, is most of what local actually means.
Chesapeake is also where a good deal of the region’s traffic crosses. Route 168 carries the Outer Banks run, I-64 and I-464 cut through the north, and Route 17 over Dominion Boulevard moves freight — VDOT counts better than seventy thousand vehicles a day over the High Rise Bridge alone. So some of what reaches this firm from Chesapeake belongs to people who live here and some to people who were only driving through. Jurisdiction does not care which. A charge is answered where it was written and a crash is litigated where it happened, and either way we are in this courthouse regularly.

Chesapeake sits in the First Judicial Circuit, and the first fork in an injury claim is which of its two courts hears it. That depends on what the claim is worth, and it is nothing like a clerical detail — the calendars differ, the discovery differs, and an insurer deciding whether to pay you or gamble on twelve strangers is mostly deciding which of those two rooms it would rather be in.
A criminal case starts in the General District Court, and a felony travels up by way of a preliminary hearing and a grand jury. Juvenile and domestic matters have a court of their own. None of that is complicated once somebody walks you through it — the difficulty is that each stage closes behind you, and the work worth doing has to be done while the stage is still open.

We know what this court expects a filing to look like, how long its docket really runs against how long you were told it would, and which arguments are worth making in front of this bench rather than one twenty minutes up the interstate. That is a practical advantage, not a relational one.
