SUFFOLK SPENDS A LOT OF ITS LIFE ON THE ROAD
Suffolk has grown faster than anywhere else in Hampton Roads since 2020, and most of that growth has landed in the north — Harbour View, Bridge Road, the subdivisions off Nansemond Parkway. Come south and west and the city changes entirely. Driver and Chuckatuck still feel like the villages they were. Holland and Whaleyville are farm country. Downtown is a compact grid of brick that predates all of it. Suffolk merged with Nansemond County in 1974 and became the largest city in Virginia by land area overnight, and it has never entirely stopped being several places at once.
What unites all of it is driving. Census figures put the average Suffolk commute at just over thirty minutes, and more than half of working residents cross a city line to get to a job. Route 58 and Route 460 carry them west, Route 17 and Bridge Road carry them north, and I-664 carries them under the harbor. That is a lot of miles logged by people who sleep here and work somewhere else.
It matters more than it sounds, because a crash on the way to work in Portsmouth is a Portsmouth case, and a charge written on I-664 is answered wherever it was issued. Suffolk residents regularly find themselves needing a lawyer in a city they do not live in. Every other city in Hampton Roads has a circuit to itself. Suffolk does not. Under the Code of Virginia the Fifth Judicial Circuit covers Suffolk together with Franklin, Isle of Wight and Southampton, and the same judges sit across all four. It is the single most useful thing to understand about litigating here, and most firms working the region never notice it.
What it means in practice is that the bench you appear before has a wider working life than one city docket, and the expectations that come with that are particular. What a filing should look like, how a calendar really moves, which arguments are worth making in front of these judges rather than a different set twenty miles away. We have appeared before nearly every judge who has sat in this circuit, and that is a practical advantage rather than a relational one.
The rest is ordinary but worth knowing anyway. Injury claims go to the Suffolk General District Court where the damages are modest and the Circuit Court where they are not, and the two run on different timelines with different discovery. Criminal matters start in General District and a felony goes up by way of a preliminary hearing and a grand jury. Juvenile and domestic matters have their own court. None of it is complicated once somebody explains it, which is what a first call is for.
